Pamplona is twinned with four cities:
- Bayonne, France, since 1960.
- Yamaguchi, Japan, since 1980.
- Paderborn, Germany, since 1992.
- Pamplona, Colombia, since 2001.
These cities have forged bonds of friendship and collaboration with Pamplona. In all cases, the purpose of the friendship agreement is to lead to a relationship between the citizens, achieved for example, through student exchanges, official visits, cultural meetings, or market development.
