Steps to take to set up an association

Setting up an association

Writing up the document of foundation and statutes

Information: Government of Navarre’s Department of the Presidency’s Association Office (Negociado de Asociaciones, Departamento de Presidencia, Gobierno de Navarra), which shall provide you with the following documentation:

  • Sample document and statutes.
  • General application form and paying-in slip.
  • Sheet indicating the other documentation needed.

This documentation is also available from Pamplona City Council’s Association Centre (C/ San Gregorio 28).

Entry in the Government of Navarre’s Register of Associations

Documentation which needs to be presented:

  • Two copies of the association’s document of foundation signed on the last page by the founding members of the association.
  • Two copies of the association’s statutes signed on the last page by the founding members of the association.
  • Composition of the management committee.
  • DNI of the association's advocates.
  • Application form.
  • Paying-in slip (depending on whether the association is a Navarrese association or a national one).

Application for a tax number

Present a copy of the above documentation at the Navarre Tax Department (Hacienda Tributaria de Navarra) (Avda. Carlos III 4) to get a tax number (NIF).

Authorisation of the Minute Book

The minute book, which may be either a book or numbered sheets of paper, is authorised by the Government of Navarra at the Registrar's Office. This currently costs €3.

Entry in the Council’s Municipal Register of Associations

Documentation which needs to be presented:

  • Photocopy of the statutes.
  • Certificate issued by the Government of Navarra to show that the association has been registered at provincial and national levels.
  • Photocopy of tax number (N.I.F.)
  • Photocopy of the articles of constitution.
  • Estimate of expenditure and income.
  • Number of members.

Modifications must be presented on a yearly basis.
